I am having the user try to open a Word 2007 file right now to see if they get the same error. Office 2003 Compatibility Pack For Office 2013 Both machine have the office... I reinstalled the Office Compatibility Pack again and there is no difference.

It saves both Office 2003 and 2007 formats.
