When I went back to win7 I realized it was capped aswell (checked with netlimiter).Now I knew my NIC was dead. I disabled the NIC in the device manager and then reenabled it. and obtaining a replacement PCI/PCI-E card. I could have tried installing a new BIOS but this sounded awfully risky with dead components on the motherboard.You got two options basically at this point.
